Who Must File?
EPR annual return filing is mandatory for all producers, importers, and brand owners (PIBOs) who are registered on the EPR portal for any of the following categories:
- E-Waste Management Rules, 2022: Importers of electrical and electronic equipment (EEE) — computers, phones, TVs, white goods, and components
- Battery Waste Management Rules, 2022: Importers of batteries — portable, automotive, industrial, and EV batteries
- Plastic Waste Management Rules, 2016 (amended): Importers and brand owners using plastic packaging — rigid plastic, flexible plastic, multi-layer packaging
- Used Oil Management Rules: Importers and recyclers of lubricating oil and used oil

Step-by-Step Filing Process
- Log in to the EPR portal at eprnewportal.cpcb.gov.in using your registered credentials.
- Navigate to Annual Return — select the relevant category (E-Waste / Battery / Plastic).
- Enter quarterly production/import data — Q1 (Apr–Jun 2025), Q2 (Jul–Sep 2025), Q3 (Oct–Dec 2025), Q4 (Jan–Mar 2026).
- Enter collection/channelisation data — report waste collected and routed to each registered recycler, with recycler registration numbers.
- Upload supporting documents — recycler certificates, agreements, and import evidence as applicable.
- Review the auto-calculated EPR target vs fulfillment — confirm whether your EPR obligation for FY 2025-26 has been met, partially met, or not met.
- Submit and download acknowledgement — retain the filing acknowledgement as proof of compliance.
Consequences of Non-Filing or Shortfall
