Who Must File?

EPR annual return filing is mandatory for all producers, importers, and brand owners (PIBOs) who are registered on the EPR portal for any of the following categories:

  • E-Waste Management Rules, 2022: Importers of electrical and electronic equipment (EEE) — computers, phones, TVs, white goods, and components
  • Battery Waste Management Rules, 2022: Importers of batteries — portable, automotive, industrial, and EV batteries
  • Plastic Waste Management Rules, 2016 (amended): Importers and brand owners using plastic packaging — rigid plastic, flexible plastic, multi-layer packaging
  • Used Oil Management Rules: Importers and recyclers of lubricating oil and used oil

Complete Filing Checklist

Use this checklist to prepare your EPR annual return filing. All items must be ready before you log in to the portal:

EPR portal login credentials — verify your registered email and password are active. Reset if not used recently.
Category-wise import/production quantity data for FY 2025-26 — total units/kg imported or produced per product category, per quarter.
EPR target fulfillment data — quantity of e-waste/battery waste/plastic waste collected and channelised to registered recyclers/dismantlers under your EPR obligation.
EPR credits purchased/sold — records of EPR credit certificates purchased from registered recyclers if targets were met through credit purchase mechanism.
Recycler/dismantler agreements and certificates — copies of valid agreements with CPCB/SPCB-registered recyclers who processed waste on your behalf.
IEC (Import Export Code) — your 10-digit DGFT IEC number as it appears on your EPR registration.
GSTIN — your GST registration number linked to your EPR account.
Customs Bill of Entry / import documents — supporting evidence for import quantities declared in the annual return.
Extended Target calculation — your EPR obligation for FY 2025-26 based on the quantity imported/produced in FY 2022-23 (lagged basis as per rules).

Step-by-Step Filing Process

  1. Log in to the EPR portal at eprnewportal.cpcb.gov.in using your registered credentials.
  2. Navigate to Annual Return — select the relevant category (E-Waste / Battery / Plastic).
  3. Enter quarterly production/import data — Q1 (Apr–Jun 2025), Q2 (Jul–Sep 2025), Q3 (Oct–Dec 2025), Q4 (Jan–Mar 2026).
  4. Enter collection/channelisation data — report waste collected and routed to each registered recycler, with recycler registration numbers.
  5. Upload supporting documents — recycler certificates, agreements, and import evidence as applicable.
  6. Review the auto-calculated EPR target vs fulfillment — confirm whether your EPR obligation for FY 2025-26 has been met, partially met, or not met.
  7. Submit and download acknowledgement — retain the filing acknowledgement as proof of compliance.
